Authoritative Guidance SummaryThe Ministry of Defence (MOD) works together with Industry and supports a number of joint fora at which issues of common concern can be explored. Refer to the Commercial Awareness Guide [2252KB PDF] for details. The MOD/Industry Commercial Policy Steering Group (CPSG) have agreed Guideline No. 5 - Codes of Best Practice [74KB PDF] to demonstrate the commitment of MOD and its suppliers to the establishment of better working relationships. The relationship between buyer and supplier is key to long term contractual relationships. Soft Issues Bid Evaluation Tool (SIBET) and Supply Chain Relations In Action (SCRIA) are tools that may be used to assess such relationships. SIBET is generally used pre-contract award and SCRIA post contract award. MOD through the Supplier Relations team (SRT) has developed a programme of activities under the generic heading of Supplier Development (SD) to capture and disseminate relevant supplier information and to manage the Supplier and Customer Performance Measurement process (S&CPM). Unsolicited innovative ideas that could lead to more cost-effective ways of meeting defence requirements and a better understanding of the supplier base are encouraged and welcomed by MOD. A Code of Practice [35KB PDF] for handling such proposals has been agreed with Industry and is reflected at Annex A.
