The Through Life Management Plan (TLMP) in the Concept PhaseThe Format of the TLMPTypically the TLMP in the Concept phase will be a managed as a text document (e.g. Microsoft Word), with hyperlinks or Annexes to link to detailed plans and documents. It is likely to be a framework outline, with a number of place-markers in areas that have not yet been developed and will be progressively populated as work progresses towards Initial Gate and Main Gate. Activities during the Concept PhasePrior to IPT formation, an embryonic TLMP should be generated by Future Business Group as directed by the DEC or Capability Planning Group (CPG) in pre-Concept or the early stages of the Concept Phase. The structure of the TLMP should follow guidance on the TLMP Framework as much as possible. Once the project is being managed by an IPT, custodianship of the immature TLMP will migrate to the IPTL or Project Manager. The CSA or JBA is agreed and the IPT begins to populate the TLMP alongside the emerging URD and SRDs. TLMP coverage during the Concept PhaseFocus of the TLMP:
Through Life Strategies and Plans for Assessment and subsequent phases should be evident in the TLMP but they are likely to be restricted to high level milestones and assumptions at this stage and will become less detailed the further out in the programme they look. Initial thinking on the Through Life strategies for Acceptance, Transition, Support Solutions and Disposal and other downstream implications should all be identified in the TLMP during Concept. Strategies and Plans in the TLMP form the basis for preparation of the Initial Gate Business Case. Whole Life Cost information is generated for the Initial Gate approval and populated in Section 5 of the TLMP. The MDAL is developed as part of the COEIA process and any In-Service equivalent WLC estimates are collected from the appropriate IPTs. Results of the Initial Gate approval are used to update the TLMP for the next phase. The TLMP Checklist gives further guidance on the content of the TLMP for Initial Gate.
