System and Platform Through Life Management Plans (TLMPs)The application of TLM principlesThe principles of Through Life Management should be applied to the management of programmes that draw together related projects. Through life plans are required at the programme level as well as at the individual project level, although, the detail and content of plans at each level is likely to vary, depending on the management requirements. For example in an equipment context a platform project may incorporate various systems, each having their own component equipment, with some or all of the systems and equipment being managed independently. In such a case all the separate projects will require Through Life Management Plans including the platform and system projects, which draw on the lower level plans. Managing complex systemsThe adjacent diagram shows how TLMPs can be used to manage a complex ‘System of Systems’. This is a generic example adapted from an approach taken by an IPT. In this example, there is a three level hierarchy of TLMPs for the programme and projects - there are other approaches that could be adopted in other situations.
At the highest level there is an overarching Through Life Management Strategy/Plan to manage the delivery of the overall programme. At the next level there are TLMPs covering the discrete stages or increments of the Through Life integration programme. They manage the interfaces and integration of the individual equipments below them. (In the example there are separate TLMPs for each programme stage, however they could be covered by a single TLMP). At the level below there are TLMPs for management of the individual equipment projects (more than seven in this example) that together make up the overall Capability – these projects are owned and managed by different IPTs. In this example, IPT X has responsibility for the overall integration and programme management, and for four of the equipment projects. IPT Y has responsibility for two equipment projects and IPT Z has responsibility for a number of other future projects. The programme TLMP will articulate the route map for how the overall capability will be integrated and delivered Through Life. The overall objectives, context and strategies of the programme will flow down to the equipment TLMPs from the programme TLMP. In turn, where there are key events, issues, risks and dependencies in the equipment TLMPs that impact at programme level, they will need to flow upwards to the programme TLMP, and laterally to other equipment TLMPs.
