Through Life Management Plan (TLMP) Section 6 Further Advice: TLMP Review Process and Post Phase ReviewsDefining the TLMP Review ProcessThis is a key element of Section 6. Maintaining the TLMP as a living document is a critical success factor for any Through Life Management approach. You should define the process by which you will review and update the TLMP on a regular basis. The IPT leader and the manager of the TLMP should ensure that this process is applied. You should decide an appropriate update cycle for your TLMP. As a minimum, the TLMP ought to undergo a review and an update on an annual basis, plus a full review at the end of each project phase and at key decision points (eg as a basis for Initial Gate and Main Gate business cases). Many projects prefer to update on a six monthly or quarterly cycle. The TLMP update and review process should define how stakeholders will contribute to and agree the content of the TLMP, and how the customers (ie Sponsor or User as appropriate) will endorse key content as being fit for purpose. Stakeholders and customers will need to be given visibility of the updated TLMP and the opportunity to contribute and comment as appropriate. Electronic and web-based TLMPs have the advantage that lower level information can be released into the TLMP as soon as it is updated and validated by the owners. However, in these cases the TLMP should still have to undergo a strategic editorial review on a routine cycle and at the end of project phases. Linking reviews of the TLMP into your existing project meeting and review process can be a good way of ensuring that the TLMP is kept up-to-date and to keep stakeholders engaged. For example, a six monthly Project Review meeting might incorporate a standing agenda item to trigger an update to the TLMP. Conducting Post Phase Reviews of TLMPThe TLMP should undergo a major review and update at the conclusion of each CADMID phase, or after other significant milestones in the project (for example Transition, Logistic Support Date). The IPT should use Section 6 of the TLMP to review the outcomes against the Mission and Objectives framed in Section 1. The LFE from the completed phase should be fed back into the IPTs Strategies, Plans and Processes, and also outward to the Cluster / business area and the AOF LFE area where appropriate. At the start of the new phase, the Mission and Objectives in TLMP Section 1 will be reframed to reflect any changes to the objectives and context of the new phase.
