Through Life Management Plan (TLMP) Section 3 Further Advice: Points to Remember and How Project Strategies Relate

Points to remember when populating Section 3

  • The TLMP joins the various strategies into a coherent whole.
  • Strategies should show a ‘whole system’ and ‘whole life’ outlook.
  • From the start of the project in Concept, the TLMP should begin to develop the forward strategies for (where relevant) Transition, In Service Support, Incremental Acquisition / Technology Insertion, Upgrades, Obsolescence, Disposal and other In Service factors.
  • The TLMP expresses the detailed strategy for the immediate project phases (e.g. Assessment) and higher level strategies for all subsequent through life phases (e.g. Demonstration and later phases).
  • Strategies are directed and influenced by the project context; the Mission and Objectives in Section 1 of the TLMP, and the Stakeholders in Section 2.
  • Strategies should be developed through a process of consultation with Stakeholders.
  • The Support Solutions Envelope (SSE) guidance on AOF can be used to help develop these strategies.

How do the various project strategies relate to each other?

The strategies fall into four broad categories, according to their role and their effect:

  • Controlling Strategies.
  • Value-Adding Strategies.
  • Constraining Strategies.
  • Enabling Strategies.

Project-level strategies do not exist in isolation. They will be influenced by the external context around the project and by wider organisational, corporate and industrial strategies.

The strategies in the diagram are a list of the common headings that the TLMP will need to consider. It is not intended to be a complete or exhaustive list for all projects. Some may not be applicable to you, and you may have others that are not shown.
