TLMP Section 1 Further Advice: Questions that the TLMP should be answering

The following questions are a good guide for a project to determine if Section 1 of the TLMP has communicated its purpose effectively:

  • What are the objectives of this TLMP?
  • What is the background to the project?
  • What is the Context for the project? The context is all aspects of the wider environment that drive the objectives, or within which the project must be managed. The following may all need to be considered:
    • Military
    • Political
    • Organisational
    • Stakeholders
    • Industrial
    • Commercial
    • Financial
    • Technological
    • Timescale
    • Security
    • Safety.
  • Who are the Customers?
  • What are the Customer’s objectives?
  • What are the project boundaries?
  • Where is the project at present?
  • What are the current approvals?
  • What are the headline targets from the Customer Service Agreement or Joint Business Agreement in terms of performance, cost and time?
  • What are the Hard and Stretch Targets?
  • What are the ‘In Service Date’ and the ‘Out of Service Date’?
  • What are the targets from the host organisation (for example DE&S Corporate objectives)?
  • What are the key relationships between these targets?
  • How will they be maintained, i.e. what is the rationale for making trade-offs, and what tools and techniques will be employed?
  • What is the process for their review and agreement?
  • What are the assumptions, constraints and drivers?
  • Are all the assumptions included in the Master Data Assumption List [211KB DOC]?
  • What technology options are available (for procurement and maintenance of the equipment capability in-service)?
