Producing the Through Life Management Plan (TLMP) – Process Overview

How do I go about establishing the TLMP requirements for a project?

Analyse the project from the widest possible perspective, and consider all possible aspects of the ‘Whole System’ and ‘Whole Life’ context that could influence the project management task.

Consider the following questions:

  • What are the project outputs?
  • When are they needed?
  • What are the decisions (plus their criteria) and activities needed to deliver the outputs?
  • When are these decisions and activities needed, and what do we need to do to get there?
  • Where does the responsibility lie?
  • What resources and processes do we need to put in place?
  • What do we need from other people?

And take into account the various aspects of the project, such as:

  • Military context
  • Stakeholders (who are they, what are there responsibilities, and what information do they need?)
  • Business and ‘political’ environment
  • Project parameters, objectives, and targets
  • Resources
  • Legislation and policy (eg safety, risk ILS etc)
  • Performance monitoring and review
  • Whole system (ie all components and all DLoDs) and whole life
  • Performance, cost, and time trade-offs
