How does Through Life Management (TLM) relate to Through Life Capability Management (TLCM)?

Through Life Capability Management (TLCM) is the management of enduring defence capability, with no constraints on the way it is delivered. When Options have been selected as part of TLCM projects are created and the TLM process can start.

Specific projects delivering capability for given periods are managed as part of programmes through a Programme Board. The board is chaired by the Sponsor and comprising stakeholder representatives covering all the Defence Lines of Development (DLoDs). They are responsible for managing the integration of the DLoDs in order to deliver a coherent capability, although responsibility may pass to User led working groups after the capability enters service.

The Programme Board will use Through Life Management Plans to manage its programmes. The data for the TLMPs is captured from the stakeholders who are responsible for delivering the various projects and/or DLoDs which comprise the capability programmes.

Information from TLMPs will be used as a data source for Capability Management Plans, which are used by Capability Planning Groups (CPGs) to manage areas of enduring capability in the wider sense.

Programme Boards report to CPGs and they, in turn, report through the Capability Management hierarchy of planning groups.
