Is Through Life Management (TLM) mandatory for all projects?

Although much of this guidance is based around equipment capability projects and programmes, the principles of TLM must be applied to the management of projects throughout the MOD.

For non-equipment projects it will be a case of applying the guidance in an appropriate manner as it applies to a specific type of project. The TLM Subject Matter Experts will be able to provide advice on this subject.

The Smart Approval Guidance states that all projects seeking approval to proceed at Initial Gate and Main Gate demonstrate a suitably mature level of TLM behaviour. This is measured by the TLM Standard [28KB XLS], which can be used both as a means of project self-assessment or 'ensurance', and independent assurance as part of scrutiny and assurance processes. Projects being submitted to the DE&S Investment Board should also be compliant with the TLM Standard.
