Common Terms used in Through Life Management (TLM)

Term	Definition
Through Life Management	The Department’s recommended approach to managing a project throughout its whole lifecycle, which applies and integrates best practice management techniques to help deliver and sustain the required affordable military capability, in a coherent manner addressing all Lines of Development.
Through Life Management Plan	The costed plan used by the stakeholders to manage an equipment project throughout its lifecycle, in a coherent way that addresses all DLoDs that are relevant to the military capability to which it contributes.
Whole Life Costing	In the MOD Whole Life Costing (WLC) is defined as the continuous process of forecasting, recording and managing costs throughout the life of an equipment with the specific aim of optimising its military output.
Costed Project Plan	The integrated costed programme or Resource Breakdown Structure that is the source of all financial management information for the project. It is the primary tool for through life project accounting and output costing. It informs both the Whole Life Costing and the in-year budget management processes.
