- Early assessment of proposed USUR by DE&S UOR Programme Office with the DE&S Ops Centres helps identify the lead DT and the art of the possible. Enabling the USUR Scrutiny Group to decide whether to approve the USUR and allocate a UOR number. Importantly it prepares the DE&S Lead DT to respond promptly.
- The USUR Scrutiny Group will only approve a USUR to become a UOR that meets the strict definition of a UOR including the specific requirements for HMT reserve funding.

- Early engagement with STRATOS can assist in determining the technical feasibility to meet a requirement, and if the Urgent Research Requirement route may be suitable.
