The Urgent Operational Requirement Process

The MOD Defence Information Notice (DIN) DIN 2009DIN04-129 Urgent Operational Requirements Standing Instruction (Version 5.1), published July 2009, describes the six stage UOR process used for the rapid acquisition of military capability:

• Stage 1 – Identify the Requirement
• Stage 2 – Identify and Agree the Solution
• Stage 3 – Procurement
• Stage 4 – Delivery Fielding and Integration
• Stage 5 – In Service – Full Operational Capability
• Stage 6 – Review

The diagram below shows how the process flows and the interaction with the Urgent Statement of User Requirement Scrutiny group, the Project Team and the Finance Area.

Stages 1 to 3 can be done at the same time to reduce the timescales. Communication between all parties must be good to reduce the risk to delivery of the UOR.
