The diagram below shows how the process flows and the interaction with the Urgent Statement of User Requirement Scrutiny group, the Project Team and the Finance Area.

Stages 1 to 3 can be done at the same time to reduce the timescales. Communication between all parties must be good to reduce the risk to delivery of the UOR.
