Introduction to Urgent Operational Requirements (UOR)This guidance is here to help you understand where to go to get the information you need to deliver an effective Urgent Operational Requirement to the User in Theatre. What is an Urgent Operational Requirement ?A UOR is a capability shortfall or emerging capability gap identified during current or imminent operations which has never been purchased before. These capability shortfalls are satisfied using the UOR process to either:
This activity is achieved within a timescale that cannot be met by the normal ‘CADMID’ acquisition cycle. As a result, UORs often deliver ‘the 80% solution’, balancing pan-Defence Lines of Development residual risk against the need to urgently satisfy the operational capability gap.
