Through Life Capability Management (TLCM): Six Stages

Through Life Capability Management covers six stages.

The Six Stages concern Capability Planning with a focus on optimising the capability delivered at all points in time, within available resources.

Stage 1 Capability Definition This stage develops a capability definition of the Capability Area for each Capability Management Group (CMG) and Capability Planning Group (CPG).
Stage 2 Capability Goals This stage interprets the capability definitions derived in Stage 1 and develops a clear capability requirement in terms of one or more statements of Capability Goals. The statements are specific, measurable and solution independent for each CMG and CPG Capability Area.
Stage 3 Baseline Review and Audit This stage develops a baseline assessment across all Defence Lines of Development (DLoDs) as currently planned and presents five perspectives relating to each CMG and CPG Capability Area. The five baseline perspectives are:
Stage 4 Shortfall and Opportunity Analysis This stage provides a lasting record of the analysis of the Baseline views. It examines the shortfalls and opportunities that arise from a comparison of the Capability Goals (confirmed in Stage 2) and the 5 perspectives of the Capability Baseline from Stage 3.
Stage 5 Capability Investigations This stage is a structured problem solving exercise with detailed investigations into the shortfalls, areas of overprovision or opportunities endorsed for investigation by the Joint Capabilities Board (JCB) or Capability Management Group (CMG).
Stage 6 Endorse CMP This stage covers the prioritisation and resource allocation that allows the production of an endorsed Capability Management Plan (CMP), which is affordable, stable, agile and realistic.
