Endorse CMP: Stage 6 of Through Life Capability Management (TLCM)

What is this stage?

This stage covers the prioritisation and resource allocation that allows the production of an endorsed Capability Management Plan (CMP), which is affordable, stable, agile and realistic.

Why is this stage necessary?

This stage is necessary to prioritise the Capability Changes proposed by stages 1-5 in the form of Options. Once this is achieved the endorsed changes to the Procurement and Support Plans are integrated into the existing programme.

The plans produced as the output to this stage are implemented through the processes described under Capability Delivery which lie outside the Capability Planning process.

How is this stage performed?

This stage takes the outputs of stages 4 and 5 in the form of options and through a process of decision conferencing at successively higher management levels to produce a prioritised list of options.

The options are then taken in priority order until an affordable Control Total is reached. Once endorsed at the highest level the changes embodied in the options are applied by the Capability Planning Groups to their CMPs and the required changes communicated to the bodies responsible for Capability Delivery.
