Financial Perspective: Step 2 - Analyse outcomes of Screenings

This is done in four steps and recorded on appropriate data sheets:

  1. Identify the key financial pressures.
  2. Generate a list of potential Capability Management Measures.
  3. Generate a list of potential Options.
  4. Highlight areas where supporting data was not available.

Identify the key financial pressures

From step 1, identify the key financial pressures on projects and programmes and the potential impact on capability outputs for years 1-10 and for future years for the following three categories of cost:

  • (New) Equipment – P9 Lines RDEL and CDEL (Re-costed programme or project requirements versus <PRYY> baseline funding).
  • Equipment Support Costs (New Equipment) – P10 Lines RDEL and CDEL (categorised by Upkeep, Update, Sustainability and Disposal).
  • Equipment Support Costs (In service Equipment) – Previously funded through the STP.

Generate a list of potential Capability Management Measures

From step 1, compile a list of potential Capability Management Measures (CMM) to address the funding shortfalls identified for the Capability Planning Group to consider, and record this as suggested in the following table:

Generate a list of potential Options

From step 1, compile a list of potential options being considered for Stage 2 of the planning round for the CPG to consider, and record this as suggested in the following table:

Highlight areas where supporting data was not available

Highlight any areas where supporting data was not available for analysis and specify the reasons for this gap, and any key assumptions made in the absence of the data. Establish whether addressing this data gap is included in the Director Equipment Capability Action Plans.
