Responsibilities of the Designated User
The responsibilities of the designated User will differ with each capability and across the acquisition lifecycle. They are likely to include some or all of the following:

- Work with the Sponsor in forming a Capability Integration Working Group or appropriate group to coordinate all Defence Lines of Development (DLoD).

- Prepare a Capability Integration Plan (CIP) and engage with the Integrated Project Team Leader (IPTL) in the production of the Through Life Management Plan (TLMP).
- Where the TLMP covers all the DLoD in sufficient detail, the CIP will either merely direct the reader to the relevant part of the TLMP or will be an integral part of the TLMP.
- Assist the Integrated Project Team Leader (IPTL) to produce the TLMP.
- Arrange for the review of the TLMP by stakeholders before Initial and Main Gate to ensure the programme is affordable within the allocated funding in the Equipment Programme Plan (EPP), Equipment Support Plan (ESP) and Short Term Plan (STP).

- If appropriate, maintain and implement an integrated analysis and experimentation campaign plan (IAECP) to support Capability Integration prior to In-Service Date (ISD).
- For each major in-service capability Integrated Analysis Experimentation (IAE) should be used to support Capability Sustainment activities through to its Out of Service Date (OSD).

- Conduct Quality Assurance of the main non-equipment IPT outputs such as the TLMP.
- Provide User input to assurance processes.

- Provide User input to the Sponsor’s Acceptance meetings and processes.
- Declare the achievement of In Service Date.
