What is Capability Generation?Capability Generation is the means by which Equipment Capability is made into useable Military Capability by the combined activity of all Defence Lines of Development (DLoD). This involves planning the DLoD activities to meet the required level of Capability Integration; this may be at the lowest level within a platform to the highest level across international boundaries. Capability Generation is a critical part of meeting the User expectations and achieving the benefits identified within an individual project and programme business cases. Who is Responsibility for Capability Generation?The Sponsor has overall accountability for the delivery of Military Capability and will chair the relevant Programme Board. The User takes the lead on Capability Generation. Defence Equipment and Support (DE&S) has responsibility for management of the equipment and logistics lines of development. How is Capability Generation achieved?Capability Generation is achieved by identifying, planning and implementing the requirements for other DLoDs to achieve the necessary change in Military Capability. The requirement for activity in the non-equipment DLoDs will be captured within the Capability Integration Products:
These documents provide the context to support the User Requirement Document (URD). All test evaluation and acceptance activity in each of the DLoDs must be captured within the project and/or programme Integrated Test Evaluation and Acceptance (ITEA) plan. Capability Integration activity should feature as part of the project and/or programme Through Life Management Plan (TLMP) and may be documented within a subordinate Capability Integration Plan.
