What are Technology Readiness Levels (TRLs) ?

What are TRLs ?

TRLs are a Technology Management tool that provide an indication of the technical maturity of a project by identifying risk associated with technology and system integration. They have a graduated scale that uses specific criteria to define the maturity of technology.

TRLs were developed by NASA in the 1980s and in 2001 Mckinsey recommended that the MOD adopt their use.

Why use TRLs ?

If you understand TRLs then you will understand the overall project risk and the likelihood of project delays due to immature technology in the Development and Manufacture phases of the Acquisition lifecycle.

When used routinely as part of day to day Programme and Project Management, TRLs allow teams to focus efforts on areas of immature technology by identifying risk associated with technology, and manage it accordingly.

How are TRLs Applied ?

TRLs are applied, bottom-up, to each system sub-system or echnology element of a suitable project breakdown structure [24KB PDF] or other relevant hierarchy.

TRLs are applicable at all stages of the Acquisition lifecycle, and can be used in isolation as well as to underpin a Technology Roadmap.

It is important that project specific TRL definitions are used to ensure that it is clear when a TRL has been achieved.

A TRL assessment is especially useful leading up to a Major Decision point with key evidence from the assessment supporting a business case.
