Support Solutions Envelope (SSE) Glossary Terms

Definitions

Term Definition Note
Assurance (SSE use) The independent analysis of the Evidence Requirement Matrix to either confirm that the support solution is compliant with extant policy, or quantify the risk of non-compliance in terms of the impact on operational effectiveness and / or Whole Life Cost. Definition for use with the SSE only.
Assurance (DES use) Refer to DES Standing Instruction No 21  
Automatic Test Equipment (ATE) An automated, usually computer-driven, approach to testing in which the computer is used to control, via test software or firmware, complex test instruments to provide stimuli to and measure the response from, a unit under test (UUT).  
Automatic Test System (ATS) A system which includes Automatic Test Equipment (ATE) and all associated items (e.g. test fixtures, test software etc.) required to test a UUT.  
Business Relationship Management (BRM) Taking a joint, consistent and structured approach to managing the MOD, Industry and stakeholder interfaces to enable success and mutual benefit for all parties within contract management.

There are obvious disadvantages in allowing a relationship with the supplier to deteriorate, as this could lead to poor project performance and ultimately premature contract termination.

MOD commercial policy demands BRM is applied in all partnering contracts, and it is recognised as good practice for any other form of joint working with Industry, be this under Alliancing, PFI or other forms of collaboration.

NB : where there is only one realistic source of support, this is of critical importance
 
Calibration The set of operations that establish, under specified conditions, the relationship between values indicated by a measuring instrument or system and the corresponding known values of a standard, thus establishing errors present in the measuring instrument.  
Ensurance (SSE use) Internal confirmation by the Project Leader or delegated officer, that the support solution is compliant with applicable extant SSE Governing Policies. Definition for use with the SSE only.
Ensurance (DES use) Refer to DES Standing Instruction No 21  
General Purpose (GP) Test and Measurement Equipment (TME) Those items that are common to more than one main equipment or main equipment system, or have been introduced into service to support a single equipment but are capable of supporting other equipment. GPTME includes:
  • Electrical, Electronic, Mechanical, Optical, Physical and Safety equipments
  • Commercial Off The Shelf (COTS)
  • Military Off The Shelf (MOTS).
 
Initial Gate A relatively low approval hurdle, between the Concept and Assessment Phases of the CADMID acquisition phases, intended to encourage early and full exploration of a wide range of options for meeting a particular capability.  
In-Service Date The date by which the equipment or a specified number of equipments will contribute to the operational capability of the Service concerned.  
Logistic Support Date The date from which logistic support will be required by the user.  
Main Gate An exacting approval hurdle, between the Assessment and Demonstration Phases of the CADMID acquisition phases  
Open Architecture Systems Systems that are characterised by:
  • Well defined, widely used, non-proprietary interfaces/protocols
  • Use of international standards which are developed/adopted by Standards bodies recognised by industry
  • The ability to easily include new or additional test capabilities
  • The ability to expand or upgrade the system.
 
Special Purpose (SP) Test and Measurement Equipment Those items, which are designed, developed, produced and used solely for the support of one, weapon system, platform or equipment and are not capable of supporting other equipment.  
Test and Measuring Equipment (TME) Those items which are used to provide an indication of system, equipment or component serviceability and/or evaluate the ability of the system, or equipment to meet precisely defined performance or measurement standards. This definition includes simulators where they are used to provide a standard against which performance or measurements are evaluated.  
Test Program Set (TPS) Comprises the test program software and any associated hardware including interfaces, holding fixtures and cables.  
Uncertainty of Measurement Result of the evaluation aimed at characterising the range within which the true value of a measurand is estimated to lie, generally with a given confidence.  
Update Equipment project or provision of services that seeks and results in renewal, continuation or extension of an existing capability and, although it does not necessarily seek it, results in additional functionality or material improvement to a capability.  
Upgrade Equipment project or provision of services that seeks and results in a material improvement to a capability.  
Upkeep Equipment project or provision of services that seeks and results in renewal, continuation, or extension of an existing capability without resulting in additional functionality or material improvement to a capability.

Change History

Due to the significant number of changes contained within the SSE Version 5 update, ‘Change History’ will only reflect those amendments, inclusions or deletions which follow the launch of the website on 1st November 2008.

The SSE updated to Version 5.0.0 on 1st November 2008 following a full review of all documents and changes to a number of GPs. Individual document Change History pages will detail changes other than minor editorial amendments.
