Governing Policy (GP) 2.8 – Training and Training Equipment

Scope

Requirement

Training is a discrete Defence Line of Development (DLoD)External link to Ministry of Defence Intranet content within the Through Life Capability Management (TLCM) approach to acquisition and a significant capability cost factor through life.

Project teams are responsible for the development, delivery and maintenance of a coherent and appropriate solution (which may include training) in support of their equipment / capability/service.

Project teams should consider the full breadth of the Training DLoD

  • from planning through to delivery, in-service and disposal
  • including individual, team and collective training, joint and multi-national training
  • alongside and across other DLoDs in the development and implementation of a training plan
  • in order to identify the most cost effective training solution to deliver capability.

Development Activities

All MOD individual training should be developed in accordance with the Defence Systems Approach to Training Quality Standard (DSAT QS) as expressed in JSP 822External link to Ministry of Defence Intranet content.

Given a clearly understood capability requirement and recognition that training is part of the solution to deliver capability, Training Needs Analysis (TNA) is the DSAT QS mechanism that is recommended for determining the most efficient training solution.

TNA is the endorsed tool for underpinning the Business Case in the acquisition of training equipment and services.

Guidance on the conduct of TNA is signposted within JSP 822 and can be found in Defence Training Support Manual 3 (DTSM 3).

Unless otherwise indicated in the scoping phase of the TNA, opportunities to increase the use of embedded or synthetic training and e-learning should be considered along with:

  • Use and / or modification of existing training packages, establishments and networks or portals
  • Collective training, particularly the use of simulation and emulation.

The TNA will also support development in other DLoDs:

  • People
  • Concept and Doctrine
  • Organisation and Infrastructure.

The future integration of simulators for combined and joint training is an important consideration in the acquisition of technological training solutions.

Deliverables

A training solution encompasses all of the resources and provisions required to deliver the right number of appropriately trained personnel at the right time to ensure that the subject equipment / capability / service can meet the Operational Requirement.

The output deliverables of the TNA will form the basis of the training plan and be used to identify:

  • Maintainer and operator training solutions.
  • Associated training equipment.
  • ROM costs for potential training solutions.

The identification of training material and equipment requirements to meet maintainer and operator training needs are outputs from the TNA and must be included in the Whole Life Cost.

Applicability

This Governing Policy (GP) is applicable to all Projects procuring or supporting new or legacy equipment, systems or procedures that require training for operators and maintainers.

Compliance Tool – Evidence Requirements

The Evidence Requirements for this GP can be found within the SSE Compliance Tool.

The adopted Support Solution is to provide specific evidence in order to achieve compliance with the needs of this GP.

Variations from this evidence set may be possible and should be discussed with the Subject Matter Experts (SME) or the relevant Support Solutions Officer (SSO) at the earliest opportunity.

Any risks associated with this variance will be agreed with the Key Support Area (KSA) Owner’s representative and for the project team to manage or mitigate.

Due to the significant number of changes contained within the SSE Version 5 update, ‘Change History’ will only reflect those amendments, inclusions or deletions which follow the launch of the website on 1st November 2008.
