Governing Policy (GP) 2.6 – Technical Documentation

Scope

The scope of this Governing Policy (GP) is to detail the specific requirements for technical documentation activities in support of any MOD project: Sea, Land or Air Platforms, Systems or Equipment (PSE).

Technical Documentation

Technical Documentation (TD) is defined as the information necessary to operate, maintain, repair, support and dispose of equipment throughout its life.

TD includes:

  • Logistic Support Analysis (LSA) data
  • data modules
  • text or illustrations
  • reproducible Master Material
  • Interactive Electronic Technical Publications (IETPs) and any output derived from such regardless of the media.

Objective

It is MOD policy and required by Director Joint Support Chain (D JSC) and the Logistics Policy Working Group (LPWG) that:

  • Technical Documentation shall be
    • produced and delivered in electronic format as Electronic Technical Documentation (ETD).
    • provided to every equipment,
      • to support, maintain, train and provide technical support from the first usage, allowing it to be operated, managed, maintained and disposed of effectively, efficiently and safely.
  • The output shall be available as close to the point of use as is possible.
  • TD is to be delivered in a structured coherent format whose configuration is controlled throughout its life.
  • TD is to be delivered in an appropriate format accessible to all users, including:
    • support contractors
    • MOD authorities
    • Establishments
    • deployed units throughout the world.

Aircrew Publications

For all Air Platform projects, project teams are to consult Officer Commanding Handling Squadron (OC HS) regarding the unique and specific requirements for aircrew publications and electronic performance planning aids.

Applicability

This GP is applicable to all project teams that are procuring or maintaining equipments or services containing a requirement for the delivery of Technical Documentation.

Compliance Tool – Evidence Requirements

The Evidence Requirements for this GP can be found within the SSE Compliance Tool.

The adopted Support Solution is to provide specific evidence in order to achieve compliance with the needs of this GP.

Variations from this evidence set may be possible and should be discussed with the Subject Matter Experts (SME) or the relevant Support Solutions Officer (SSO) at the earliest opportunity.

Any risks associated with this variance will be agreed with the Key Support Area (KSA) Owner’s representative and SSO for the project team to manage or mitigate.

The various Technical documentation deliverables attract different functionality, costs and supportability requirements.

Armed with this information, the Project is charged with selecting the TD deliverable most appropriate to the Platform, System or Equipment operational needs, User requirements or interoperability requirements.

The TD solution must be both practical and cost-effective, especially when compared to the Whole-Life Costs of the Platform, System or Equipment being procured and must be change managed.

Supporting Information

When implementing MOD Policy for Technical Documentation as ETD, the requirements are:

  • The ETD solution shall deliver Data Modules, produced in accordance with ASD / AIA S1000D (see below).

Due to the significant number of changes contained within the SSE Version 5 update, ‘Change History’ will only reflect those amendments, inclusions or deletions which follow the launch of the website on 1st November 2008.

The SSE updated to Version 5.0.0 on 1st November 2008 following a full review of all documents and changes to a number of GPs. Individual document Change History pages will detail changes other than minor editorial amendments.
