Governing Policy (GP) 2.1 – Integrated Logistic Support Process and Support Solution DevelopmentScopeRequirementIt is MOD policy to procure a capability that meets the required performance to time and cost, which is fully supportable throughout its life at the optimum Whole Life Cost (WLC) of ownership. Compliance with this Governing Policy (GP) requires project teams to demonstrate the controlled development and delivery of their Support Solution in accordance with the Integrated Logistic Support (ILS) process. Integrated Logistics SupportILS management takes a holistic approach to ensuring all elements of Through-Life Support enable the efficient and effective acquisition of systems and equipment across the full spectrum of policies in the Support Solutions Envelope (SSE). The ILS Manager (ILSM) has the key role in the development of the Support Solution and has the responsibility to plan and manage development activities using appropriate levels of resource throughout the project lifecycle. The approach and subsequent development activities, including the requirements of DE&S Standing Instruction 20 The plan must identify the goals of the ILS activities for the subsequent phase, and should be fully resourced to undertake identified tasks. It is an iterative document that identifies the aims and activities for each project stage, and must be endorsed by the TLS team. Support Solution DevelopmentSupport solution development is a dynamic and iterative process carried out in conjunction with the other elements of project development, identifying any trade offs, which have implications for support. This will ultimately deliver a Support Solution that meets the support requirements at an optimised WLC, and will also comply with policy / constraints imposed by a tailored SSE. A fully developed Support Solution covers both the Contractor delivered elements and the provision of services by the MOD. It is essential that the ILSM agrees the roles, responsibilities and deliverables of all stakeholders throughout the Support Solution development process. Munitions Life AssessmentProjects that introduce equipment containing munitions, must contact the relevant SMEs to discuss specific critical safety requirements. Nuclear Safety RequirementsThe operation (and in some cases just the presence) of any equipment or capability installed in, or in the vicinity of, Nuclear Powered Warships, Nuclear Weapons or radiological hazards may be governed by nuclear site authorisation and / or licence conditions. Where this is the case the design, operation and maintenance of these equipments must be compliant with these requirements. Support Options MatrixThe Support Options Matrix (SOM) Finding the right solution for any equipment is a combination of understanding which cost and performance drivers are the most important for that equipment and who is best placed to manage those drivers – industry or MOD. Professional DevelopmentThe Chief of Defence Materiel promotes professionalism and upskilling within Defence Equipment and Support (DE&S) and has endorsed and mandated the use of Integrated Logistic Support and its application through DE&S Standing Instruction 10 All personnel responsible for the development of an effective and coherent Support Solution are to attain a level of professionalism, skill and competence to fulfil their duties in an effective manner through the MOD ILS licensing process. ApplicabilityThis GP is applicable to all project teams that are procuring new, or supporting legacy equipment, under all variances of the SOM. Compliance Tool – Evidence RequirementsThe Evidence Requirements for this GP can be found within the SSE Compliance Tool. The adopted Support Solution is to provide specific evidence in order to achieve compliance with the needs of this GP. Variations from this evidence set may be possible and should be discussed with the SME or the relevant SIT SSO at the earliest opportunity. Any risks associated with this variance will be agreed with the Key Support Area (KSA) Owner’s representative and SSO for the project team to manage or mitigate. Change HistoryDue to the significant number of changes contained within the SSE Version 5 update, ‘Change History’ will only reflect those amendments, inclusions or deletions which follow the launch of the website on 1st November 2008. The SSE updated to Version 5.0.0 on 1st November 2008 following a full review of all documents and changes to a number of GPs.
