Key Support Area 1 (KSA 1) – Introduction: Logistics Readiness and Sustainability

Responsibility

Within the Support Solutions Envelope (SSE), Key Support Area 1 (KSA 1) Logistic Readiness and Sustainability, comprises 3 elements:

Head of Defence Logistics Policy (Hd Def Log Pol) within ACDS (Log Ops) is responsible for defining the scope and depth of both Logistics Sustainability and CONDO Policies, reading directly across to GPs 1.1 and 1.2 accordingly.

MOD Partnering Support Group (PSG)External link to Ministry of Defence Intranet content is responsible for Support Continuity (GP 1.3).

Within the context of the SSE, the KSA 1 owner is DES-JSC-Hd TLS and his representative is ACDS (Log Ops) – SO1 Spt Pol.

The roles and responsibilities of KSA Owners, their representatives, Governing Policy (GP) Sponsors and Subject Matter Experts (SMEs), are defined in Key Roles and Responsibilities.

Context

This KSA is set in the context of the Logistic Readiness and Sustainability requirements for equipment, systems and services to enable the delivery of Military Capability. It assumes the same title as for GP1.1 given its interaction with and setting the strategic context for the other SSE KSAs (Supportability Engineering, Joint Support Chain, and Logistic Information).

Logistics Readiness and Sustainability capability is a function of the through-life, end-to-end support process which enables the maintenance and sustainment of fit-for-purpose equipment in the hands of the user.

Logistic Readiness and Sustainability activities cut across process boundaries within the Department and therefore must inform, be informed by and gain the agreement of all stakeholders and process owners.

The development and maintenance of effective and efficient Logistic Readiness and Sustainability is a fundamental enabler to the delivery of military capability and requires the robust adherence to endorsed policy.

Defence planning, logistics policy and support solution process constraints apply to all equipment and Information Systems (IS) enabled projects.

To help ensure mitigation of risk to logistic support and sustainability, a support solution must be tested for coherency and consistency across all the SSE KSAs. Together this will enable the assessment of SSE compliance and give universal confidence in the support solution.

Scope

The Logistic Readiness and Logistic Sustainability KSA within the SSE provides the mechanism for Project Teams to assess and gain assurance that their support solutions are consistent with MOD policy and User needs, in order to:

  • Provide support to Standing Military Tasks (MTs).
  • Provide support to the Operational Planning Cycle consisting of:
    • The activity and resources required to train and maintain Force Elements (FE) at the readiness state (FE@Rx) mandated by the Departmental Plan.
    • The activity and resources required to generate these FE for operations (FE@R to R0) where R0 is ready to deploy.
    • The activity and the resources required to sustain those FE from R0 through deployment, in-theatre training and preparation, operations and redeployment / recovery.
    • The activity and resources to recuperate the force structure following its use. This is to include returning FEs to their readiness state (FE@Rx) mandated by the Departmental Plan .
  • Provide an assured service for the military commander in terms of CONDO capability.
  • Ensure contractual mechanisms exist to ensure support continuity, notably in terms of exit and Business Relationship Management strategies.
  • Manage the project on a through life basis.
  • Provide logistics operational assurance.

Governing Policies

Each KSA contains a number of support area topics called Governing Policies (GPs). These GPs identify specific, required MOD policy with which, unless specifically tailored out, a project teams proposed support solution must comply.

Each GP consists of the following sections:

  • Scope – The requirement for the policy, including the benefits it brings to the MOD and project teams.
  • Applicability – A single paragraph outlining which types of project the GP will apply to.
  • Underpinning Policy – The title of the documents that underpin the compliance tests within the GP.
  • Compliance Tool - Evidence Requirements – Evidence requirements (that must stem directly from the underlying policy document) are contained within the SSE Compliance Tool and must be measurable, consistent & objective.
  • Supporting Information – Hyperlinks to relevant references and supporting information that will assist projects in achieving compliance
  • Sponsoring Authority – Title and contact details of the sponsor of the GP.
  • Subject Matter Experts (SME) – A list of those nominated personnel who are qualified, responsible and resourced for providing authoritative advice and guidance for Ensurance and Assurance activity to the project team, KSA Owner’s representative and Support Improvement Teams.

Due to the significant number of changes contained within the SSE Version 5 update, ‘Change History’ will only reflect those amendments, inclusions or deletions which follow the launch of the website on 1st November 2008.

The SSE updated to Version 5.0.0 on 1st November 2008 following a full review of all documents and changes to a number of GPs. Individual document Change History pages will detail changes other than minor editorial amendments.
