Integrated Project Team Leader

Role and Responsibility

The Integrated Project Team Leader (IPTL) has delegated responsibility for quality and quality assurance, and operates under a Letter of Delegation (LoD) from the Chief of Defence Materiel (CDM). Checklist

In order to discharge the responsibility outlined within the LoD, The IPTL should:

In DE&S ensure compliance with Quality aspects in letter of delegation, DE&S Standing Instructions No.7.
Ensure that Mandated Requirements for Quality and guidance published on this site are complied with.
Consider delegating authority for quality issues to a competent team member.
Ensure the team has the necessary resources and competences to address quality.
Consider implementing a Quality Management System.
Ensure a Quality Strategy is defined for the project.
Write and implement a Project Quality Management Plan (PQMP) and monitor the currency and implementation of the PQMP regularly.
Consider forming Quality Assurance Groups (QAGs).
Within the UK, ensure that only authorised MOD Government Quality Assurance Representatives are tasked to carry out Government Quality Assurance Surveillance in order to assist in the mitigation of risk.
Outside the UK , ensure that the correct procedures are used to request Government Quality Assurance to assist with risk mitigation (see the Overseas Quality Assurance topic).
Ensure that any proposed suppliers’ Management System Certification meets DQAA’s Appropriate Certification policy, and that appropriate Quality Assurance Standards and Requirements are included in contracts.
Exceptionally approve use of suppliers with no certificated [quality] management system (see Quality Management System Certification).
Ensure contractual requirements are clearly defined, measurable [341KB PDF] and achievable.
Define clear product acceptance criteria.
Ensure that corrective and preventive actions are completed in a timely manner.
Monitor unsatisfactory quality trends e.g. defects, deficiencies, and other feedback.
Ensure Project Quality Assurance Focal Point Check List activities are addressed.
Ensure that contract related risks are considered during the Requests for Contract Action (RCA) process.
Ensure that all quality assurance contractual requirements are endorsed by a Licensed Quality Practitioner prior to submission.
