Authorised MOD GQAR Organisations
Role and Responsibility
According to the scope [56KB DOC] of their registration, authorised MOD Government Quality Assurance Representative (GQAR) Organisations and/or Individuals shall ensure the policies and guidance laid down within this Managing Quality website, are complied with, and when tasked:
- Conduct Risk Based Government Quality Assurance Surveillance (GQAS) [77KB PDF] at contractors' premises in accordance with agreed surveillance plans, and when appropriate or required:
- assist with the review of supplier’s quality plans and concession applications and other specialised activities such as sign off Form 1090s and Flight authorisation Certificates, Hull Integrity (first level items), Fault Investigations etc,
- discuss risks with suppliers,
- delegate surveillance activities to other GQAR organisations as necessary,
- raise Quality Deficiency Reports (QDRs), and refer QDRs that indicate problems with the 3rd party quality management system certification process to DQA Policy,
- monitor product quality characteristics, and communicate findings,
- recommend and initiate an In Depth Audit (IDA) to address significant quality related problems and seek rapid corrective action of the root causes,
- where resolution of quality related contractual issues can not be agreed, escalation action in accordance with the Partnering Approach for Improving Quality (PAIQ) [194KB PDF] should be considered,
- produce interim and final surveillance reports that make recommendations, summarise, and communicate the findings of surveillance activity undertaken.
- Conduct Government Quality Assurance Surveillance for foreign governments and carry out surveillance in accordance with the policies and guidance laid down in Risk Based GQAS [77KB PDF] and Overseas Quality Assurance.
- Assure that contractors' quality management systems deliver the required quality.
- Evaluate the effectiveness of contractor's quality management systems.
- Identify and communicate contractor related risk to the task originator, and recommend adjustments to the task as necessary.
- If requested by the DQAA, carry out 2nd party assessments of contractors' Quality Management Systems.
- Maintain records of surveillance activities for 6 years after contract closure unless stipulated otherwise.
