Introduction

MQNs were introduced by the Defence Quality Assurance Authority (DQAA) in 2001, and replaced Quality Temporary Memoranda (QTMs) as the method of communicating developments in Quality Assurance for the acquisition community.

With the new title came the adoption of the tri-service logo emphasising the pan MOD applicability of DQAA policies, procedures and information.

The core information table at the beginning of the document is intended to show the applicability and level of importance and priority of the MQN.

Purpose

The MQN is used to give early notice of clarification, reviews or changes to DQAA policies and procedures promulgated on the Managing Quality website.

Audience

MQNs are aimed at everyone within the Defence Acquisition Community with an interest in Quality, and Quality Assurance. Every MQN issued will identify those key personnel who should read the information.

Category definitions

MQNs will identify the category of the narrative text to help the reader decide on how important the information is. The following categories will be used:

  • Mandate: An official instruction by the subject matter authority that shall be followed.
  • Policy: Key enabling activity that must be undertaken in support of mandated requirements. Any proposed departure from Policy shall be recorded by the sponsor of the proposal and agreed with the subject matter authority.
  • Guidance: Advice and good practice information endorsed by the subject matter authority.
  • Information: Provision of knowledge associated with Quality, Quality Assurance or Configuration Management.

Timing

MQNs will identify a date when the information was first issued, along with a cancellation date that will allow for DQAA policies, procedures and guidance to be updated with the new and/or revised information.

Point of contact

The desk officer responsible for the topic being communicated will be identified on the MQN along with point of contact information to facilitate further advice / guidance if required.
