Establishing a Human Factors Integration (HFI) Baseline Strategy

What is an HFI Baseline?

An HFI Baseline is a description of key human factor-related issues taking the form of a document that introduces, describes and plans for an Early Human Factors Analysis (EHFA).

For each human factors activity to be undertaken, the HFI Baseline outlines the overall methodology, objectives, plans and resources required.

What should an HFI baseline strategy produce?

An HFI baseline strategy produces a description of the human factor issues along with the risks of the proposed capability. This populates the EHFA.

How is an HFI Baseline produced?

The size and complexity of the acquisition project and the extent of the expected human role in the system defines the effort needed. Typically the HFI Baseline should involve the following steps:

  • Definition of a high-level Concept of Operation, which includes a definition of the project baseline inputs, objectives and requirements
  • Agreement of baseline project assumptions and constraints
  • Consultation with stakeholders to identify human factors integration issues which might represent a risk to cost, time-scales, personnel safety or compromise system effectiveness
  • Coordination of human factors issues within the Human Factors Issues Log
  • Where feasible, assess the likelihood and impact of each risk, giving an overall priority to each

When should an HFI Baseline Strategy be produced?

An HFI Baseline should be produced at the earliest stage of the acquisition lifecycle during which all components are explored.

There is potential for gains relating to cost, performance, time and safety if human issues are identified and managed at this early stage.
