Why do we need to improve Acquisition?

Changing threat scenarios

The future operational environment is highly unpredictable with new and more rapidly changing threats. Consequently, we need to be more agile and flexible in the way we deliver future military capability.

Technological change

The pace of technological advance is increasing, yet new platforms and equipment will remain in service for longer periods. Consequently, we need to plan for, and enable, more frequent technology upgrades.

More complex systems

Our platforms and equipment are becoming more complex. Consequently, we need to improve our thinking across the Defence Lines of Development (DLoDs) as well as through life.

Support to Industry as we change

As our capability requirements evolve to meet the ever changing operational environment we need to procure and support fewer items of new equipment. Consequently – and building from the Defence Industrial StrategyExternal link to Internet content (DIS) – we need to ensure that our decisions take into account the sustainment of critical industrial capabilities.

Support to our people as we change

Reacting to change will place a higher premium on our individual skills as well as our ability to work as a defence team. Consequently, we need to invest in the professional skills of our people.

Our people are asked to meet challenging performance objectives and to take tough, risk based decisions. To support them we need to make changes in delegations and the way we reward and recognise them.

What is the basis for change ?

These changes build on the successes achieved through SMART Acquisition. They take into account the DIS and the 2006 Enabling Acquisition Change (EAC) report.

The Defence Acquisition Change Programme (DACP) delivered many aspects of cultural, behavioural, procedural and organisational change. The acquisition system we are working towards is described in the Acquisition Blueprint [1.17MB PDF].
