What Next for Acquisition ?

Closure of the Defence Acquisition Change Programme

The Defence Acquisition Change Programme (DACP) was initiated in 2006 to deliver aspects of cultural, behavioural, procedural and organisational change. The need for change was identified in the Defence Industrial Strategy (DIS) and from recommendations made in the Enabling Acquisition Change (EAC) report.

The DACP was formally closed in April 2009 but the change agenda [26KB PDF] continues, and a new Defence Acquisition Reform Team has been formed to take this important work forward under the direction of 2nd PUS.

Developing Through Life Capability Management

Through Life Capability Management includes Capability Planning and Capability Delivery. The MOD’s approach to Capability Delivery is being developed, recognising that complex changes in military capability require proactive programme management.

These programmes will be overseen by Programme Boards chaired at a senior level. The Programme Boards manage the delivery of a set of interdependent projects, and ensure we remain focused on the required outcome and military benefits.

Increasing Agility

Increasing our agility will improve our responsiveness to changing threats and capability needs. Whilst further work is needed, you can expect to see more emphasis on staged capability enhancements as well as Modified Off-The-Shelf (MOTS) and Commercial Off-The-Shelf (COTS) solutions.

Early acquisition strategy selection lays the foundation for good decision making through life.

Improving our Commercial Effectiveness

The ‘Fit for Business’ programme will transform the commercial function across the MOD by embedding commercial considerations across all aspects of acquisition. These include:

  • policy making
  • capability change planning
  • delivery.

The ‘Fit for Business’ programme will deliver a commercial function with the people, skills, policies and tools we need. This will allow us to provide innovative, flexible and through life solutions to the Front Line.

To achieve this, professionalism and skills in the Defence Commercial community are being developed. The commercial guidance and tools we use is also being improved and simplified.

Improving the Effectiveness of Defence Equipment and Support (DE&S)

The PACEExternal link to Ministry of Defence Intranet content Programme follows on from the launch of DE&S in April 07 and the Future Options study. Our performance directly influences the capability of our Armed Forces and PACE is about ensuring that DE&S is in the best possible position to help MOD meet the many challenges that lie ahead.

The objective of PACE is to deliver, under a single change programme, coherent and properly aligned changes across DE&S. It is detailed in the future operating model for DE&S (the ‘Blueprint’). It will improve the way we work within Defence, so we can deliver more effective support to the Armed Forces.

Core elements of PACE are:

  • Performance – DE&S performance will improve with skilled people focussed on delivery.
  • Agility – DE&S will become a more responsive and more agile organisation.
  • Confidence – DE&S and their stakeholders will have confidence in what we deliver.
  • Efficiency – Improved efficiency in DE&S will give the taxpayer better Value for Money.

These are supported by further elements:

  • Leadership – A leadership framework describing behaviours all DE&S leaders need to display.
  • How we Work – How we treat our people and the processes that support them to do their jobs.
