What is Through Life Management ?

Through Life Management (TLM) brings together the behaviours, systems, processes and tools to deliver and manage projects through the acquisition lifecycle.

The approach to TLM has a number of easily identifiable characteristics which apply to programmes and projects:

  • Whole life outlook
  • Whole life system outlook
  • Whole Life Costs
  • Involvement of Stakeholders
  • Through Life Management Plan
  • Better decision making
  • Project Team and stakeholder processes.

The application of TLM improves the management of projects and programmes within the MOD. It ensures that individuals and teams consider the long term implications and requirements of the capabilities they are procuring to support the Front Line.

Project Teams must use the Through Life Management Plan (TLMP) as the primary means to achieve Project and Programme Management (PPM) across all Defence Lines of Development (DLoDs) as the project develops.

The essential elements of an effective TLMP are:

  • TLMP Executive Summary.
  • Defined Requirements.
  • Realistic plans and schedules.
  • Realistic Whole Life Costs across all DLoDs.
  • Management Tools – including Risk Register and Earned Value Management (EVM).
  • Management Strategies.

TLM is the key to successfully managing project and programme delivery throughout the lifecycle and across all DLoDs.
