The high level principles and information that guide how the UK MOD Defence Acquisition Community works

Project Initiation

The Capability Sponsor applies Through Life Capability Management (TLCM) principles to translate Defence Policy into an approved programme and initiates new projects based on:

  • An approved equipment solution. This is defined in the Capability Management Plan (CMP).
  • A Single Statement of User Need and candidate Key User Requirements (KURs).
  • An allocated resource. This is defined in the Equipment and Support (E&S) Plan.
  • Established requirements with the User and relevant non-equipment Defence Lines of Development owners.
  • Programmed non E&S activities.

Following project initiation, the relevant Defence Equipment and Support (DE&S) 2* Operating Centre Director becomes accountable for equipment project delivery assurance.

For non-equipment projects the project delivery assurance is with the relevant project board.
