What are the key themes for improvement ?
Four themes have been established to describe how we continue to develop and strengthen our acquisition performance.
The four themes are:
- Removing barriers to a collective ownership of acquisition and to a truly through-life approach. The key enablers are:
- MOD Unified Customer (Capability Sponsor, User, Defence Equipment and Support, Science Innovation and Technology, The Centre Representative).
- Defence Equipment and Support (DE&S).
- Planning Equipment and Support over the long term.
- A more agile Research and Development programme that supports technology upgrades.
- Better decision making based on a more comprehensive approach to Capability Management. The key enablers are:
- A unified Capability Change Planning process.
- A stronger focus on through-life management of costs across all Defence Lines of Development (DLoDs).
- Closer involvement of the User.
- Developing a more effective relationship with Industry. The key enablers, delivered through the Defence Commercial Function (DCF) are:
- Commercial management of our portfolio of programmes and projects.
- Building and maintaining strategic relations with suppliers.
- Applying consistent commercial approaches matched to the market.
- Developing e-business capability.
- Evolving the Defence Industrial Strategy (DIS).
- Creating the environment for high performing people and teams to thrive. The key enablers are:
- More sustained and structured investment in skills development.
- Improved reward and recognition.
- Career development in acquisition.
- Consistent constructive behaviours (Defence Values for Acquisition (DvfA)).

The AOF has been updated to Version 2.0.0 on 1st April 2008 following the introduction of the main content in the tactical layer. In addition small changes have been added to the Operational layer. Individual document Change History pages will detail any changes other than minor editorial amendments.
