Disposal

Disposal may be the final stage of the acquisition lifecycle but the implications of the disposal of Ministry of Defence (MOD) assets must be considered throughout the life of the product or service.

Advice and guidance given at the Concept stage will assist with design and development planning. For example the identification of hazardous items or waste will help the Project Team to plan early for their management at the end of the product or service life.

The Disposals Services Authority (DSA) is responsible for all aspects of disposals policy and activity undertaken by the MOD. The DSA is the MOD’s primary disposal service provider managing the current Marketing Agreement Contracts.

The DSA is responsible for surplus equipment and material declared to them for disposal by:

  • Government-to-Government sales
  • Auctions
  • Tender
  • Private treaty sales.

Programmes and projects must take the elements detailed below into account in their disposal plans:

  • The influence of equipment design, through life, in order to reduce disposal costs.
  • Re-deployment – for example, can the equipment be used for training/instructional use, as a Heritage asset for transfer to Service museum, for spares recovery or as a Gate Guardian?
  • Reclamation, recycling, re-manufacture, buy-back or part exchange – for example, is there a possible alternative use as opposed to disposal?
  • Sale – the Project Team may know of potential customers that could be advised to the DSA.
  • Waste disposal and disposal of recovered material by sale or scrap.
  • Disposal at cost to MOD – for example, we may have to pay for some materials to be disposed of and any such cost must be identified and funded.
