Acquisition AssuranceInternal AssuranceInternal Audit assesses risk and the Defence Audit Committee (DAC) assesses the overall Departmental risk. The DAC audits Departmental acquisition-wide risks. Its findings are considered and addressed by individual acquisition organisations as well as by the Department. Acquisition organisations have their own process by which they assure their projects and programmes. For example DE&S’ Director Business Review of projects. The major projects and programmes are scrutinised separately by the Investment Approvals Board (IAB). External AssuranceThe National Audit Office (NAO) provides external assurance for acquisition, directed by Parliament. The NAO publishes the annual Major Projects Report (MPR). To increase the usefulness of the MPR, the Department, in conjunction with NAO, is developing the report to ensure it aligns with the pan-acquisition performance regime.
The Ministry of Defence has adopted the Office of Government Commerce (OGC) Gateway™ Review process and is formally authorised by the OGC to conduct these reviews. They provide an independant peer level assurance review covering the scope of a programme or project. The reviews should be undertaken in support of key decision points in the lifecycle of a programme or project. They are arranged through the MOD Programmes and Project (PPM) Centre of Excellence. For programmes or projects identified as part of the Major Projects Portfolio (MPP) the OGC will take the lead in arranging the reviews.
