Defence Values for Acquisition
The Defence Values for Acquisition (DVfA) are endorsed by 2nd PUS.
They are:
- Recognise that people are the key to success – give them the right skills, experience and professional qualifications.
- Recognise the best can be the enemy of the very good – to distinguish between the must haves, desirables and the nice to haves, if affordable.
- Identify trade offs between performance, time and cost – requests for more resources must give realistic alternative solutions.
- Never assume additional resources will be available – cost increases on one project can only mean less for others and for the front line.
- Understand that time matters, delays cost – by using legacy equipment, extending project timescales and damaging our reputation.
- Think incrementally – to allow for change along the way and to use best practice.
- Quantify risk and reduce it by placing it where it can be managed most effectively – stopping a project before Main Gate can be a sign of maturity.
- Recognise and respect the contribution made by Industry – share objectives, risks and rewards but recognise different motivators exist.
- Value openness and transparency – share future plans and priorities wherever possible to help encourage a focused investment and avoid any wasted effort.
- Embed a through life culture in all planning and decision making.
- Value objectivity based on clear evidence – and ensure we capture past experiences and allow them to shape our future behaviours.
- Realise that success and failure matter – we will hold people to account for their performance.
The DVfA are supported by thr DVfA Toolkit which is designed to help individuals and teams make use of the values in practice.

The AOF has been updated to Version 2.0.0 on 1st April 2008 following the introduction of the main content in the tactical layer. In addition small changes have been added to the Operational layer. Individual document Change History pages will detail any changes other than minor editorial amendments.
