The Structure of the User

The single Service Chiefs of Staff are responsible for the leadership, strategic management and professional direction of their Service.

Each Chief of Staff leads the User role in their environment (Land, Sea and Air). They delegate the responsibility for the management of that role appropriately within each of their Service organisations.

The User role for Joint capability is lead by the Vice Chief of Defence Staff (VCDS). Through the Joint Capability User Management Group (JCUMG) the management of the role has been delegated to the Director of Joint Capability (DJtCap).

The Designated User for Individual Projects and Programmes

To make sure that the support and advice provided by the User community is consistent a single point of contact is appointed for each programme and change initiative.

It is the User point of contact’s responsibility to:

  • Represent the wider User community view.
  • Deliver those non-equipment Defence Lines of Development which the Programme Board has assigned to the User.
  • Lead on the process of Capability Integration.

As the new capability comes into Service, the appointed User will take on the responsibility for force generation and programming of support costs in Financial Years 1-4.

Single Service Designated Users

For single Services, responsibility for the User input to projects and programmes is co-ordinated by:

  • User Management Groups (UMG) at the 1* level.
  • Capability Integration Groups (CIG) at the 1/2* level.

These groups provide a forum for User business to be conducted and co-ordinated to support the communication of a single User view at the relevant Capability Management Group (CMG) and Capability Planning Group (CPG).

Capability Integration Groups oversee the coherence between the Through Life Management Plans (TLMP) and Defence Lines of Development (DLoD) plans for in-service equipment.

Dedicated Availability Working Groups (AWG) are used by the User to work with Defence Equipment and Support (DE&S) to manage in-service equipment, the Customer Supplier Agreements and Joint Business Agreements. Any major capability management issues, risks and opportunities identified at AWGs are fed, through the relevant CIG into the corresponding CPG.

Responsibility for Joint Capabilities

For capabilities that are used by all of the single Services, the JCUMG will appoint the designated User responsibilities to one of the single-Services or a member of the wider Joint User community.

To make sure that there is Joint influence over the full range of planned capabilities, the JCUMGwill allocate a nominated lead Joint User for:

  • Each Capability Management Group
  • Each Capability Planning Group
  • All new programmes.

The role of the lead Joint User is to support and advise other members of the MOD Unified Customer in Capability Planning and the early stages of Capability Delivery.
