Providing an Operational Perspective into the Acquisition Process

In terms of the User perspective, the User:

  • Provides the User point of view to the Capability Sponsor , Science Innovation Technology (SIT), Centre and Defence Equipment and Support (DE&S).
  • Informs the MOD customer community about the User point of view.
  • Champions the User point of view in the capability planning and management processes.

In terms of Capability Gaps, the User:

  • Provides their view about Detailed Capability Gaps to the Capability Sponsor.
  • Provides advice on capability gaps - significant, actual or anticipated – through the relevant Capability Planning Group (CPG).
  • Champions new gaps that have become obvious as a result of operational experience and Operational Lessons (as part of the Lessons Identified reporting process).

Capability gaps are factors throughout the Capability Management process but are particularly important in Stages 2 and 6 of the Capability Planning Process.

In terms of trade–offs, the User:

  • Puts forwards In-Service Functionality trade–offs to Manage Risk, Affordability and Timescale.
  • Brings to the attention of the CPG decisions that could impact upon Capability – including availability issues – as per the Capability Planning process.
