The Joint User – Further Detail
The Joint User is responsible for delivering advice on:
- Inter-Service capability integration (Integration between the each of the Services and across the Defence Lines of Development (DLoDs))
- Prioritising Joint requirements
- Subject Matter Expert (SME) feedback on the Joint employment of capability.
Whilst the single-Service User community will provide the advice on:
- Intra-Service capability integration (Integration within a single Service and across the DLoDs),
- Environmentally based requirements with appropriately assigned priority,
- SME feedback on the employment of capability appropriate to their Service.
The Joint User roles can be summarised as follows:
- To provide the Capability Sponsor and the designated User inter-Service (and inter-environment) capability integration advice for all capabilities through life.
- To advise the Capability Sponsor and the designated User on the Joint aspects relevant to those capabilities that are single Service in nature.
- To act as the designated User for those capabilities where it is not clear which single Service User is the most appropriate to undertake this role or the ownership is under review.
- To provide User SME feedback on the Joint employment of capability.
- To provide the Joint perspective on capability priorities.
Joint User Organisation
The Joint Capability User Management Group (JCUMG) directs and prioritises Joint User activity and is drawn from each of the Directorates that hold Joint User responsibilities, with Permanent Joint Headquarters, Development, Concept and Doctrines Centre and the single Services. It is governed by an agreed set of Terms of Reference.
Each Directorate is responsible for directing Joint User activity, relevant to their particular area of business and as allocated by the JCUMG.
The key areas of business include the:
- Production, approval and delivery of Applied Concepts (Concepts of Employment and Concepts of Use).
- Capability Integration activities required to deliver Joint military capability.
- Agreement of Joint User priorities for departmental Balance of Investment.
The JCUMG acts as the custodian for all concept papers.
