Governance of the User

The Single Service Chiefs are accountable to the Chief of the Defence Staff for the delivery Force Elements at Readiness (FE@R) / Force Elements at Sustainability (FE@S) as laid down in their single Service management plan.

Defence Equipment and Support (DE&S) is responsible for delivering the intermediate outputs that support the User. These outputs are captured in the Front Line Command’s Joint Business Agreement with DE&S.

Each single Service staff oversees their respective User function with governance being carried out through the respective single Service management board.

As part of the wider governance of Capability Management, the User is a full member of:

  • Relevant Availability Working Groups (AWGs), Capability Planning Groups (CPGs) and Capability Management Groups (CMGs).
  • The Extended Joint Capabilities Board.
  • The Policy and Programmes Steering Group.
  • The Defence Board.

Vice Chief of Defence Staff (VCDS), as the Joint User, will exercise governance of the Joint User role through the Joint Capability User Management Group (JCUMG).
