Generation of Force Elements at Readiness and Force Elements at SustainabilityThe short-term (4 year) management of equipment currently in use is fundamental to the generation of sufficient, effective and sustained Military Capability (MC) to meet the Defence Planning Assumptions. The User manages the resources allocated through Availability Working Groups (AWGs) to provide Force Elements at Readiness (FE@R) and Force Elements at Sustainability (FE@S). They run the AWGs, working with the relevant Defence Equipment and Support (DE&S) Teams. The Availability Working Group:
The exchange of information and ideas between CPGs and AWGs must jointly achieve the best possible balance between the delivery of today’s Defence Final Outputs and the development of future force structure and Capability. The User defines the outputs required from DE&S and Defence Estates during the in-service life of any equipment. Customer Supplier Agreements (CSAs) and Joint Business Agreements (JBAs) between the DE&S and the single-Services identify the expected results that underpin delivery of FE@R. These are established under the direction of the appropriate Chief of Materiel (CDM). The detail of these agreements will in turn be recorded in lower level CSAs and JBAs negotiated between DE&S Teams and the wider User community . Such CSAs and JBAs should in turn be closely related to and directly contribute information into the Teams Through Life Management Plans (TLMPs).
