Programming of Equipment Support Costs for Years 1 to 4 of the Departmental Plan

The User (Front Line Command) programmes the in-service equipment support costs for Years 1 – 4, contracting with Defence Equipment and Support (DE&S) to deliver an agreed level of support/output.

This involves translating the Departmental requirements as described in the Service Management Plan into a detailed programme to be delivered by DE&S.

As part of this process the User confirms and agrees the Capability Sponsor’s assumptions for equipment support in Years 5-10 (with particular emphasis on Years 5-6). They should be consistent with the Defence Planning Assumptions (DPAs).

Both User and Capability Sponsor should make sure that no long term agreements affect the User’s ability to deliver Force Elements at Readiness (FE@R) or create an issue when over time the User accept programming responsibility for the later years.

In programming terms for in-service equipment the User will support the Sponsor for Years 5-10, and the Sponsor will support the User for Years 1-4.

The User also jointly chairs the reviews of the equipment and equipment support Teams which have representation from the Capability Sponsor and Resource Planning. These reviews are conducted as part of the two year Financial Planning process.
