The User Role in the Development of Defence Capability

The User brings together detailed views on the development of the future capability and usefulness of their Service’s combat power. They will form their view as a single Service or Joint User point of contact.

The views of the User are a key input into the Capability Planning Process and the successful delivery of the final Capability Management Plans.

Specific responsibilities include:

  • Working with the Capability Sponsor to achieve Capability Integration of new capabilities. To make sure they meet the requirements of single Service Management Plans and the wider Defence Plan .
  • Ownership and approval of:
    • Single Service specific Concepts of Employment (CONEMPs) / Concepts of Use (CONUSEs)
    • Agreement of Key User Requirements (KURs), acceptance criteria.
  • Definition of Initial Operational Capability / In Service Date.

The AOF has been updated to Version 2.0.0 on 1st April 2008 following the introduction of the main content in the tactical layer. In addition small changes have been added to the Operational layer.
