Assurance of the delivery of capability

The User Chiefs of Staff play an important role inthe approvals and scrutiny process.

The Users role includes:

  • Reviewing the evidence available to support the relevant business case, including the DLoDs that have a User lead, these are:
    • Training
    • Personnel
    • Information
    • Aspects of concepts and doctrine
    • Infrastructure
    • Logistics.
  • Advising the Investment Approvals Board (IAB), that the User, as an independent assessor, is content that the proposal can be integrated across DLoDs and with other systems at in-service date (ISD). This communicated to the IAB through a supplement to Category A and B business cases.
  • For Category C and D business cases, the Capability Sponsor approval will be accepted as the statement that the User is content that such integration can be achieved.
  • Agreeing the criteria for declaring In-Service Date (ISD).
  • Confirming that criteria have been met to declare the ISD.

The User works with the Capability Sponsor up to the ISD making sure that risks and issues identified at Main Gate (MG) are addressed, to achieve declaration of ISD by the Service Chiefs.

The User must try to make sure that the:

  • Through Life Management Plan (TLMP) is accurate and properly resourced.
  • Equipment solution and contributing DLoDs can be integrated and supported through life.
