The Governance of Science Innovation Technology (SIT)

The Chief Scientific Advisor (CSA) owns the Research Budget which is managed by the SIT Senior Finance Officer (SFO).

The Research and Development (R&D) Board External link to Ministry of Defence Intranet content is a sub-committee of the Defence Board and is chaired by the CSA. It provides strategic direction and priorities for Defence R&D and is responsible for ensuring that robust management processes are in place to plan, fund and oversee a coherent programme.

The Defence Research and Development Board

The R&D Board is made up from the following members:

Chief Scientific Advisor (Chair)
Chief of Defence Material (CDM)
Deputy Chief of Defence Staff (Capability) (DCDS(C))
Director General Science and Technology (DG S&T)
Strategy Director
Director General Defence Commercial (DGDC)
Chief Executive Defence Science and Technology Laboratory (Dstl)
2 non-Executive Directors.

The Defence R&D Boards key outputs are to:

Provide a clear communication of benefits, value and priorities for MOD's R&D investment.
Provide an annual assessment:
- On the quality, delivery and benefits arising from MOD research, technology and development investment to the Defence Board.
- Of scientific or technical risk to the department’s capability programme based on current levels of R&D investment to the Defence Board.
Approve research expenditure plans for The MOD Research Programme and assess development R&D activities within The MOD Equipment Programme. Including:
- Approval of the strategic Balance of Investment across the Research Programme.
- Confirmation of R&D plans to ensure alignment to strategic direction.
Provide a set of annual priorities for the R&D funded elements of The Dstl work programme.
