Purpose and Role of Head Office
The Head Office
is responsible for:
- Leading the Defence contribution to the development of the Government’s foreign and security policy and wider government objectives.
- Translating government objectives into departmental policy.
- Planning the Defence capability needed to deliver departmental policy.
What is the Role of Head Office ?
Head Office has four main roles:
- Advising Government on Defence by:
- Advising Ministers (and other government departments) on the Defence contribution to Government policy.
- Supporting Ministers to carry out their Parliamentary accountability for the Armed Forces and the Ministry of Defence.
- Making Policy and setting Departmental Strategy by defining:
- Defence policy, military capability and other Defence objectives which meet the Government’s policy aims, matching the resources available for defence.
- Policy for the management of the Armed Forces to maximise their fighting effectiveness, efficiency and morale.
- Strategic direction of military operations.
- Planning and resource allocation by:
- Translating Defence objectives into a departmental programme which matches available resources to Top Level Budgets (TLBs) and Agencies.
- Management of Defence by:
- Managing delivery of planned objectives by monitoring performance and expenditure of TLBs and Agencies.
- Highest level management of military activity including the operation of crisis management support to Government.
- Defining the corporate framework for Defence that:
- Meets legislative requirements, including those as an employer.
- Drives continuous improvement by setting and upholding defence-wide standards and processes.
