Purpose and Role of the Capability Sponsor
The Capability Sponsor is responsible for:
- Leading the Capability Change Planning Process.
- Identifying the equipment and support requirements.
to make the most out of the UK’s Defence capability within allocated resources.
The Capability Sponsor acts as the Sponsor for new and enhanced equipment and support programmes.
What is the Role of the Capability Sponsor?
To fulfill their strategic purpose the Capability Sponsor carries out the following roles:
Capability Planning
The Capability Sponsor:
- Identifies the capability required to meet the UK’s Defence objectives, working to the direction set by:
- Defence Planning Assumptions
- Defence Industrial Strategy
- Policy and Programmes Steering Group (PPSG).
- Directs the decision support activities necessary to underpin capability planning (for example: Capability Management Strategy, Capability Audit, supporting research and operational analysis).
- Sets prioritised goals for the underpinning Research Programme.
- Uses Science and Technology (S&T) input as an integral part of capability change planning.
- Makes sure industrial opportunities, threats and constraints are effectively incorporated into capability planning.
Programming
The Capability Sponsor:
- Operates as the decider in providing new equipment and equipment support on behalf of MOD. They lead the MOD unified customer team, advised and supported by the User and Defence Equipment and Support (DE&S).
- Produces a Capability Sponsor Plan which consists of:
- New equipment and upgrades and their support (including initial spares) over years 1-10
- Support to all in-service equipment over years 5-10
- noting that:
- Support funding includes equipment upkeep, update, sustainability and disposal costs.
- Head of Capability Command Control Information and Infrastructure (CCII) will additionally programme years 1-4 for in-service equipment delivered by DE&S Teams who support multiple customers.
Delivering Programmes
The Capability Sponsor:
- Provides Heads of Capability (HoCs) to act as Programme Sponsors of new and enhanced equipment programmes.
- HoCs carry out the role of a Senior Responsible Owner (SRO) until the delivery of the capability to the User at In-Service Date (ISD) for integration. The HoCs are responsible for delivering the agreed and coherent combination of Defence Lines of Development (DLoDs) tat this time.
