Governance of the Capability Sponsor

The Deputy Chief of Defence Staff (Capability) (DCDS (Cap)) chairs the Joint Capabilities Board (JCB), which delivers the governance of Capability Sponsor activities.

The JCB is supported by:

  • Three Directors:
    • Precision Attack
    • Battlefield Manoeuvre
    • Information Superiority.
  • Director Equipment Resources (DER)
  • Director Science and Technology Strategy (DS&TS).

The JCB formally interacts with the wider Defence community through the Extended JCB and Enhanced JCB.

Functions of the Joint Capabilities Board

  • Produces a Capability Plan to manage the high-level delivery of capability.
  • Provides direction and guidance to Heads of Capability (HoCs) on the formulation of the Capability Sponsor Plan. Drawn from the:
    • Defence Planning Assumptions.
    • Future Capabilities Requirements.
  • Identifies links and dependencies between Capability Areas and makes cross-Capability Area Balance of Investment (BoI) decisions.
  • Allocates the resources required (including manpower, skills and finance) to make sure the organisation can deliver its key objectives.
  • Manages Capability Sponsor performance, particularly the delivery of key objectives and targets.
  • Provides the Capability Sponsor’s corporate focus for communication with external stakeholders including, specifically, Defence Equipment and Support (DE&S), Industry and the User and SIT communities.

JCB Membership

At certain decision / intervention points through the Department’s Planning process, the JCB will invite additional non-executive members, to represent their organisations at a Capability Sponsor board meeting.

These meetings will be conducted as JCB (Formal) described below.

Meeting Types

JCB (Formal) "JCBf"

The JCBf is DCDS (Cap)’s formal monthly Board meeting where matters affecting the Capability Sponsor at the strategic level are considered. For example:

  • Through Life Capability Management.
  • The delivery of the Capability Sponsor’s outputs.

The agenda is generally structured around the JCB’s strategic objectives:

  • Effective planning and investment
  • Identifying and managing risk
  • Stakeholder engagement
  • Effective leadership

The JCB‚s review of the Campaign Plan is a standing agenda item, whilst all other agenda items must be supported with a clear objective.

A 6 month forward programme covering all JCBf meetings is published and maintained on the Capability Sponsor Portal.

The records of decisions from JCBf meetings are sent to to HoCs and available to all staff through the Capability Sponsor Portal.

JCB (Informal) "JCBi"

The JCBi is an informal weekly meeting of the JCB.

The JCBi monitors performance and receives much of the routine briefing / input associated with delivering the Capability Sponsor’s key outputs.

At each JCBi one HoC attends part of the meeting to discuss matters affecting his Capability Area / Capability Management Group / Capability Planning Groups. This makes sure that the JCB sees each HoC on a quarterly basis.

A 3 month forward programme covering JCBi meetings is published and maintained on the Capability Sponsor Portal.

A record of decisions and action grid is maintained for all JCBi meetings.

JCB (Out of Committee) "JCBo"

The JCBo is an on-going activity which reduces the amount of committee time spent on reviewing non-contentious routine business.

DCDS(Cap)AMA maintains a tracking grid to record all documents on JCB circulation, along with members comments. Documents will be considered at the next JCBi if out of committee comments deem it necessary.

Out of Committee (OOC) documents must be forwarded to DCDS(Cap)AMA for distribution to JCB members. Each request must be endorsed at 1* level and explicitly state:

  • Desired response date (2 weeks is considered the norm).
  • What previous groups have considered the document / circulation completed.
  • What is the purpose of the circulation: Note / Agree / Approve.

The Enhanced JCB (EJCB)

The EJCB brings together the key elements of the MOD Unified Customer to enable strategic decision-making about the Equipment and Support Plan (E&SP), Industrial engagement and delivery of capability to the front line.

The EJCB will meet at key decision points during the planning round. Head of Equipment Planning (HEP) staff will lead on the preparation of the agenda / pre-briefing for planning round items.

  • JCB (Sponsor)
  • 3 x DE&S Chief of Materiel (Supplier)
  • 3 x Front Line Command (FLC) + Permanent Joint Headquarters (PJHQ) (User)
  • 3 x Assistant Chiefs (User)
  • ACDS (Resource and Plans)
  • Director General (Resource and Plans)

The Extended JCB (XJCB)

The XJCB briefs and informs the wider Defence stakeholder on strategic issues regarding the E&SP, including savings and enhancement measures.

Membership:

The XJCB includes a wide range of stakeholders from across Defence.
