DE&S is headed by the Chief of Defence Materiel (CDM). The DE&S business model is based on the following three tasks:

Chief Operating OfficerThe Chief Operating Officer (COO) is responsible for project and programme delivery across DE&S. This includes supporting the equipment through life, and the performance of the industrial supply chain. DE&S brings related projects together into Operating Centres. This makes best use of developments in technology and industrial capacity, in accordance with the Defence Industrial Strategy COO maintains strong links to the research programme. This relationship aids the rapid pull-through of technology into both new and current assets, in line with the overall Capability Management process. Chiefs of MaterielThe Chiefs of Materiel (CofMs) are responsible for managing key relationships with the Capability Sponsor and User. They work at the strategic level to make sure that the operational readiness and sustainability needs of the User are met. The CofMs ensure an ethos of support to operations is in place to the User, throughout all DE&S activity. Chief of Corporate ServicesThe Chief of Corporate Services (CCS) is responsible for managing the business effectively and setting policy in key corporate functional areas. CCS delivers the following essential corporate services:
CCS drives the development of professional skills in these key disciplines. The CCS develops the strategic relationship with MOD Head Office and is the MOD champion for Sustainable Procurement and Gender issues.
