Performance Management within Defence Equipment and Support (DE&S)Managing DE&S performance is crucial to making sure the organisation fulfils its mission. DE&S has a set of performance indicators and targets that help it focus on delivering their Strategic Objectives. The MOD remains committed to the current Departmental Strategic Objective targets. Both in support of those owned by other areas of MOD, and, Departmental Strategic Objective 3, where the specific responsibility for delivery falls to DE&S (with support from the wider Department). These targets will be the measure of acquisition performance during 2009/10 and will continue to be reported to Her Majesty's Treasury (HMT) through the Defence Board (DB). The MOD continues to develop a framework for measuring the effectiveness of defence acquisition and support. They aim to reflect the improved through life approach to Capability Management and the commitments under the Comprehensive Spending Review. A range of Key and Business Performance Indicators have been developed to promote the right behaviours within DE&S The key areas for performance management for DE&S are:
Performance in these areas will be measured using a series of Key Performance Indicators (KPI) and Business Performance Indicators (BPI). The Performance Management Handbook Approvals, Performance and Risk performance reporting within DE&S will consolidated across the organisation to generate a corporate view. This will be used to provide a clear picture of DE&S performance to the Boards, and stakeholders, as required. Director Business Reviews (DBRs) complement the corporate view between the Director Operating Centre and the Teams within their areas. The DBRs enable the Director Operating Centre to be familiar with the business performance of the Teams they are responsible for. This activity helps DE&S manage its business effectively, and deliver its business outputs.
